This is a working report that discusses the democratisation of AI resources, particularly compute, as an effort to open up technological trajectories and broaden participation in shaping AI futures. It proposes two recommendations: an international innovation partnership to reduce structural bottlenecks and rent-seeking across the compute stack, and a light-touch compute exchange platform to improve access, transparency, and utilisation of existing compute resources.
